The strictest rules make the safest asset
The safest property class
A hotel, a villa and an apartment in Bali share the same earthquake code and the same 15 m height limit. What sets a five-star hotel apart is how closely it is checked: a national star audit that runs from sprinklers in the guest rooms to the hotel’s own wastewater plant, hotel-class fire protection, and a building certificate that is re-inspected, structure included, four times as often as a villa’s.
In 2026 Bali is enforcing the difference. Every holiday rental must now prove it is fully licensed, unlicensed listings are being removed from the booking platforms, farmland conversion and nominee ownership are banned, and C9 Hotelworks expects unlicensed villas to be resold as guests shift to hotels.
AURA Wellness Resort is developed as a licensed five-star resort: a hotel building whose permit, license and use all match. At well over 6,000 sqm of floor area it falls in the class where an accredited body must certify the hotel.

Property classes compared
What Indonesian and Balinese law asks of each class. All four share the same earthquake code (SNI 1726:2019) and Bali’s 15 m height limit. The difference is how they are licensed, checked and owned.

Operated by an international hotel group
The second half of safety
The second half of safety is the operation. A typical Bali villa manager runs 17 units and takes 80 to 90 % of its bookings through booking platforms, where Booking.com charges 15 to 18 % commission. An international hotel group brings hundreds of millions of loyalty members, its own booking channels, trained teams and quality assurance. AURA Wellness Resort will be operated by an international hotel group; we are in dialogue with several, as set out below.
Monthly volume in 2025, estimate
Five of the seven largest hotel groups in the world against a typical Bali villa manager.
- Marriott International36.8 M room nights
- Hilton28.0 M room nights
- IHG Hotels & Resorts20.7 M room nights
- Accor17.7 M room nights
- Wyndham Hotels & Resorts11.5 M guests
- Typical Bali villa manager224 guests in 72 bookings. On this scale its bar is under a thousandth of a millimeter.
What an international operator brings, 2025
Estimate: monthly room nights = average rooms in 2025 × 365 × FY2025 occupancy ÷ 12, from each group’s 2025 annual report; Wyndham does not disclose occupancy, so 138 M guests a year ÷ 12. Villa manager: median 17 units × 30.4 days × 63 % occupancy ÷ 4.5-night stay = 72 bookings, × 3.1 guests = 224 guests. Sources: HOTELS 325, 2025 edition; Marriott, Hilton, IHG and Wyndham 2025 annual reports and Q4 2025 results; Accor Integrated Report 2025; Airbtics, 2024 to 2026 (Bali managers, occupancy, stay, group size); Solar Property Bali, May 2026 (booking platforms, commission).
Who will operate AURA Wellness Resort?
In dialogue with
AURA Wellness Resort will be operated by an international hotel group. The resort is designed, built and staffed to five-star standards, and the management agreement is the final piece of that structure.
We are in dialogue with several of the world’s leading hospitality companies about the operation of AURA Wellness Resort. Each of them runs five-star hotels and resorts across Asia and Europe, and each brings global distribution, established loyalty programs and proven operating systems.
An international operator is what turns a building into a performing asset. It brings the booking engine, the service standards and the brand recognition that a single independent resort cannot build on its own.
The operator will be chosen on four things
- Proven five-star operating standards in Asia
- Global distribution and an established loyalty base
- A concept fit with wellness and long-stay living
- Alignment on the long-term value of the asset
Operator announcement ahead of the grand opening, November 2027. Logos shown are companies we are in dialogue with. No agreement has been signed.
